At 1200 UTC on April 16, Tropical storm Neoguri was located near 13.7N 112.4E approximately 350nm south-southeast of Hainan,China. Neoguri was moving northwestward at 4 knots with maximum sustained winds of 75 knots (86mph) with gusts to 90 knots (104mph)
