ICRC appeals for record budget of 932 million Swiss francs for humanitarian work in 2008. This report shows action undertaken by the ICRC to help displaced people in Iraq, Chad, Sri Lanka and the Democratic Republic of the Congo and interviews with ICRC Director of Operations Pierre Krähenbühl in English, French and Spanish.

It was set up in June 2007 to house Kurdish families fleeing sectarian violence and threats in the town of Mosul, 50 kilometres away.

Nearly 1,000 people live in the camp, three-quarters of them women and children.

It is set on a desolate plain, burning hot in summer, and with sub-zero temperatures in mid-winter.

Several humanitarian agencies are providing tents, water and food.

The ICRC has provided water supplies for the camp, installed pipes, taps and latrines.

Their situation is aggravated by the fact that they usually have no access to arable land because of the poor security situation.

In Mid-November, the ICRC provided over 11,000 people with food rations for 60 days (sorghum, beans, vegetable oil, sugar and salt) in Dogdoré, in the eastern district of Dar Sila.

The distribution also eases the burden on the local population, which lives in an area with scarce and remote resources that have been stretched to the limit by the influx of displaced people.

But also one of our key areas of focus has been assisting populations displaced from Sri Lanka for instance, Iraq and the Democratic Republic of the Congo, Colombia and other places where we see both efforts to provide immediate assistance but also to help re-established the long term dignity of these populations.

These displaced people have come back to their villages in June 2007 after spending eight months in displaced camps and have to live under temporary shelters.

The ICRC provides the returnees with agricultural tools, bags of fertilizer, bags of paddy seed and vegetable seed, as well as essential household items, hygiene parcels and tarpaulins as well as wood lock and metal sheeting to build shelters.

It also repairs water hand pumps and cleans up open wells.

Agricultural project Agronomist and association members of ADEMU (Action pour le Développement de Mubugo) inspect plants in field, weed, and build up mounds In DRC, the ICRC frequently received reports of abductions, executions, rapes and pillage and large number of families have had to flee their homes.

The ICRC distributes a range of essential items (blankets, clothing, soap, cooking kits, hoes) and food (maize, peas, oil and salt) to cover the most urgent needs of people affected by the violence, supporting them in carrying on their sustainable activities such as cultivation of manioc.

07 51 Ends ICRC appeals for record amount for humanitarian work in 2008 Geneva (ICRC) – The International Committee of the Red Cross (ICRC) is asking donors for more than one billion Swiss francs to fund the organization’s humanitarian work in some 80 countries in 2008.

"The key endeavours really to try and remain is some of the most difficult situations around the world and also illustrated through that what we believe to be the added value of a neutral and independent humanitarian approach in obtaining access to populations affected,” said ICRC Director of Operations, Pierre Kraehenbuehl on launching the ICRC’s annual appeal to donors in Geneva.

The ICRC’s 2008 budget includes a record initial figure of 932.6 million francs for field operations and 161.5 million francs for support provided by the organization’s headquarters in Geneva.

The initial field budget for 2008, at 89 million francs above the corresponding figure presented a year ago, is the highest ever.

Iraq will constitute the ICRC’s largest humanitarian operation, at an expected cost of more than 107 million francs in 2008.

This amount reflects the organization’s renewed commitment to meet acute medical needs in Iraq and to aid large numbers of Iraqis displaced within their own country.

Other major operations include those in Sudan, with a budget of 106.4 million francs, and Afghanistan, where the cost is expected to be 60.3 million francs – 25% higher than the initial budget for 2007.

Despite the immense problems of working in Iraq, Sudan and Afghanistan, such as the difficulty of reaching certain areas owing to the security situation, the ICRC’s independent and neutral humanitarian approach has opened the way for concrete action to help those in need.

The sizeable increase in the overall field budget also reflects a special focus on protecting and assisting internally displaced people.

Acute or worsening violence in many of the countries where the ICRC is working has triggered the internal displacement of hundreds of thousands of civilians, with far-reaching consequences for the whole population.

“One of our key areas of focus has been assisting populations displaced in Sri Lanka for instance, Iraq and the Democratic republic of Congo, Colombia and other places where we see both efforts to provide immediate assistance but also to help re-establish the long term dignity of these populations,” said Mr Kraehenbuehl.
