Assistance to returnees from Tanzania - AFRW61

Rwandan Provincial authorities are setting up mechanisms to ensure a proper and quick resettlement of returnees from Tanzania. The current situation in the settlement sites is, as can be expected, desperate. There are not many organisations that are responding to the needs of returnees and first impressions are of a people abandoned to their fate. The sites are located a distance away from other settlements either in forest reserves or land reserved for farms. The current shelters fall short of the Sphere standards for emergency shelter—yet are located on what is considered a permanent settlement site. All sites are without access to potable water, health facilities or schools for children. Building materials are not only in short supply, but are also unaffordable for people whose life's possessions when added up amount to less than a dollar on average.

Among the returnees being resettled there are men and women capable of building their own permanent shelter. They can make bricks for themselves, but need water. They can gather stones for the foundations, but need trucks to move them. They can lay the foundations and build walls, but need the poles and iron sheets for roofing. However, there are also people who are unable to any of this work, because of ill health. Many of these people are widows and women who head up households. There are also unaccompanied children and children who are heading up households, who cannot manage either. This appeal seeks to facilitate acquisition and distribution of some of the essential building materials and to construct houses for the most vulnerable that include women heads of households, widows, the elderly, child-headed households and unaccompanied children.

The provincial authorities on behalf of the Government of Rwanda have requested LWF/DWS Rwanda program to intervene in four settlement sites located in the operation areas of LWF, namely Ndego and Kageyo in Kayonza district, Bukora in Kirehe district and Rutete in Bugesera district, all in Eastern Province.
