Emergency: Floods & Landslides, Central Java and North Sumatra
Date of Emergency: 26/27 December 2007
Implementing Member: YTBI along with its partners, East Java Christian Church (GKJW) in Central and Eastern Java and Yayasan Da Tafaea (YDT) in Nias.
Details of the Emergency: At least 112 people have lost their lives in landslides and floods triggered by heavy rains that struck Indonesia's main island of Java and North Sumatra over the last week. More than 129,000 people were affected in Central and East Java.
Close to 60,000 displaced people are occupying temporary shelters provided by the local government and non-governmental organizations (NGOs), while others have been forced to stay near their devastated homes because their villages were cut off by the flood waters. Rescue workers continue to search for missing persons who may still be buried under the thick mud following the landslides.
While waters have started to subside in several areas and people have begun returning home to start rebuilding, additional flood waters have submerged thousands of homes in the East Java districts of Tuban and Gresik as the Bengawan Solo River has overflowed its banks.
Electricity is also not available in most areas and clean water is scarce, despite government provision of several water tanks. Assistance in villages is mostly in the form of food aid, but other needs such as blankets, tarps, clothing and water still remain.
Surakarta, Central Java: According to YTBI's partner in Central Java, the Javanese Church (GKJ), there are 511 house holds or 1,637 people (224 under fives, 311 children, 13 pregnant women and 100 elderly) seriously affected by the floods in Surakarta. These people have had to evacuate their homes as the Bengawan Solo River overflowed and totally engulfed the houses near the river.
In Tawangmangu district floods and landliside flooded at least 6 villages with water 3 - 4 metres high.
East Java: In East Jawa Province several districts (Bojonegoro, Malang, Gresik, Madiun, Ponorogo, Ngawi, Jombang, Sreagen, and Sukahardjo) are flooded. According to YTBI's partner GKJW, about 20,000 houses are under water, especially in Ngawi and Jombang. 1,000 people have been evacuated to a nearby village (Sragen and Sukahardjo). Very few buildings in Bojonegoroa, one of the most seriously affected areas, escaped the floods and 90% of of the district is under water. Transportation to the affected areas is difficult and food is being delivered by military helicopters.
Assistance provided to date:
YTBI's partner in East Java (GKJW) immediately distributed food (donated by their congregation) to more than 500 households. This could only be done for the first few days and people are still in urgent need of food, medicinces, baby food, blankets and rubber boaats.
Based on priority and available funds YTBI has, since 26 December 2007, assisted in three locations: Nias - donation of US$ 1,500 were transferred to implementing partner YDT for most urgently needed relief items such as rice, instant noodles, baby food and hygiene kits; Solo, Central Java - US$ 555 to provide hygiene kits and Bojonegoro - US$ 555 (to partner GKJW) for the most urgently needed relief items such as rice, sugar, noodls, detergent, soap, diarhoea pills and insect repellent.

The targeted beneficiaries are a total of 992 households in Eastern Java, in the following locations:

Proposed Assistance: YTBI and its implementing partners plan to provide 992 families with food (rice, sugar, canned fish, tea, mineral water, instant noods, vegetable oil); hygiene items and baby kits for 315 toddlers.
Criteria for selection of beneficiaries: The most vulnerable people in the flood affected areas; people who have not received relief or have received very little from other NGOs and widows with many children.
Time Schedule: one month from receipt of funds.

ACTION
The ACT Co-ordinating Office has approved the use of US$25,262 towards the budget from its Rapid Response Fund and would be grateful to receive contributions to wholly or partially replenish this payment. This will be treated as an advance on any appeal that may be forthcoming.
