Emergency: Sri Lanka Monsoon Floods
Southwest Monsoon have led to floods leaving many people displaced from their homes. More rains have been forecast in the next few days as the Southwest monsoon season is from May to September. Thousands of people are displaced and many people are affected and getting little assistance. At least 20 people have been killed in the floods triggered by torrential rains and 357,439 people have been affected. As of 04th June at 16:00 hrs areas worst affected by floods and landslides are Kalutara, Ratnapura, Colombo, Galle, Gampaha and Nuwara Eliya.

ACTIONS TO DATE, AND EMERGENCY NEEDS:
Government organizations, INGOs and NGOs are assisting the populations affected in some areas. But according to NCCSL's constituent members, some of the affected populations have not received adequate assistance to fulfil the basic needs.
The basic items that are required are as follows:
Dry Rations
Tents
Sets of cooking utensils
Candles
Hygiene kits
Mats
Bed sheets
Pillows
Polythene sheets
Milk powder for children & adult
OBJECTIVE(S) OF THE EMERGENCY RESPONSE:
To respond and meet the basic needs of the populations affected by flood disaster caused.
TARGET POPULATIONS
Locations
Kaluthara, Rathnapura, Gampaha, Bulathsinhala and Colombo- 1,560 families in these areas
Requests have been received from constituent members of NCCSL from these affected areas.
It is difficult at this time to obtain a breakdown of those affected according to age and gender. However statistics will be collected.
PROPOSED ASSISTANCE / PROPOSED BENEFICARIES
FOOD AID (DRY FOODS & COOKED FOOD) / 1,560 FAMILIES
HOUSEHOLD ITEMS (COOKING UTENSILS, MATS, PILLOWS, CANDLES ETC.) / 500 FAMILIES
WATER & SANITATION (PROVISION OF DRINKING WATER BY CLAENING OF WELLS) / 50 FAMILIES
CLOTHING (BASIC CLOTHING FOR MEN, WOMEN & CHILDREN) / 1,500 FAMILIES
MEDICATION (FIRST AID KITS) / 500 FAMILIES
IMPLEMENTATION ARRANGEMENTS:
The constituent members will be the implementers. The Methodist Church of Sri Lanka, the Baptist Church, the Diocese of Colombo and the Diocese of Kurunegala will be the potential implementers. They will report to NCCSL. The NCCSL R &R Committee will assist and monitor implementation under the guidance of the General Secretary. NCCSL will be responsible for reporting to the donors.
COORDINATION:
The NCCSL will be coordinating with the constituent members. Constituent members will be coordinating with other humanitarian organisations organizations in order to avoid duplication. The local authorities and the communities will be facilitating and assisting the relief work by using local resources that are available.
COMMUNICATIONS:
The implementers will communicate with the local authorities and communities. The Relief and Rehabilitation unit staff will be communicating with implementers. The NCCSL will communicate with the ACT Alliance.
PLANNED IMPLEMENTATION PERIOD:
Three months: 15 June-15 September 2008
BUDGET: US$ 35,440

ACTION
The ACT Co-ordinating Office has approved the use of US$ 35,440 towards the budget from its Rapid Response Fund and would be grateful to receive contributions to wholly or partially replenish this payment.
