DETAILS OF THE EMERGENCY:
The recent floods and heavy rains brought severe damage and loss of life (over 63 people died) in Khyber Agency and peripheries of Peshawar District. Many people are still reported missing. The heavy floods washed away hundreds of houses, rendering thousands of local residents displaced. A number of roads were damaged and the Pakistan-Afghan highway had to be closed to traffic as it was inundated by rushing waters.
The affected communities face severe hardship due to lack of basic necessities and few relief activities. People are themselves making efforts to search for missing people in Khyber Agency and Peshawar. The flood affected population has called for measures to improve their situation/rehabilitation on a more permanent basis instead of just providing quick relief.
ACTIONS TO DATE, AND EMERGENCY NEEDS:
The majority of the NGOs are in the assessment phase. They are yet to finalize their plans. Most assistance so far is being carried out by individual people. However, the Government Organizations have initiated some immediate relief operations in some villages of Khyber Agency. CWS has completed an initial assessment, but is further monitoring and assessing the situation.
PROPOSED EMERGENCY RESPONSE:
Objectives:
- Basic relief items including food, tents and utensils will be provided to 250 families affected by the flood disaster in Peshawar and Khyber Agency FATA by October 8, 2008.
- The affected communities, especially mothers, will be sensitized and educated regarding health and hygiene measures and its importance in the current scenario to reduce the incidents of water borne, skin and other diseases.
TARGET POPULATIONS:
The following villages of Khyber Agency and Peshawar District are to be targeted:

PROPOSED ASSISTANCE:
CWS-P/A will implement the project with their local partner Support Agency for Rural & Human Association Development (SARHAD). It is planned that the affected communities will be assisted in prioritizing their needs for coping with the current situation. A team comprising a Project Coordinator, Social Mobilizers (1 male and 1 female) as well as some volunteers, will be deputed to carry out the emergency services under the overall guidance and support of the implementing partner. The following activities will be carried out:
Food: Food packages will be distributed among 250 of the most affected families. The field team will identify the most vulnerable families, distribute tokens and inform them about the time and the distribution point. The food package will be made as per Sphere minimum standards and the distribution will be done with respect for the human dignity of the affected people. The food packages (250) comprise the following:

Tents: The heavy rains washed away the majority of the houses and around 3,000 families are sitting under the open sky. Some 250 non winterized tents will be distributed among the affected families. The size of the tent will be as per SPHERE standard i.e. 4 X 4 meter with iron polls and two plastic sheets (One for ground floor and one for top) catering the need of 6-7 members. Please note that 149 of these tents were purchased for a previous floods emergency in Guldary in 2006 with RRF 12/2008 funding but were not used, as explained in reporting to ACT. They are now used for this new floods emergency. The rest of the 250 tents along with 500 plastic sheets mentioned below comes from the CWS storage and are contributions from multiple bilateral donors.
Plastic Sheeting: 500 households with partially damaged houses will be provided with plastic sheets for the roof tops to provide protection from the rain.
Hygiene Kits: The heavy rain has severely blocked the sewage and drainage system in the area and the whole area is vulnerable to a malaria outbreak. Provision of mosquito nets will address the problem to a large extent. A hygiene kit containing antibacterial soap will help to prevent diarrhea and other stomach diseases. Sanitary and hygiene accessories including sanitary kits for female beneficiaries will be provided. Hygiene conditions of the target population will be improved by providing 250 hygiene kits among 250 selected families. Each kit comprises the following items:

Sanitary & hygiene accessories (including sanitary kits for female beneficiaries) / 1 set
Spouted jug / 1

During the initial assessment CWS-P/A asked the implementing partner to collect gender segregated data. This will help the executing organization to deliver gender-wise relief packages so that female community members are treated by the female representatives of the implementing organization. The monitoring team of the SARHAD and CWS-P/A will monitor and ensure a smooth distribution process.
COORDINATION:
CWS-P/A has been actively sharing information with the Pakistan Humanitarian Forum, international organizations as well as UN clusters at national level. Through SARHAD as its local partner, CWS-P/A is confident that in the current emergency situation they will develop a strong network for providing emergency assistance to the affected community of flood hit target areas. In its co-operation with SARHAD, CWS will ensure compliance with ACT policies and guidelines.
Oxfam and CRS are planning to carry out emergency assistance in the target areas. CWS-P/A and SARHAD will coordinate with these organizations in order to avoid duplications and ensure proper resource utilization.
COMMUNICATIONS:
The CWS- P/A Disaster Response Program (DRP) is working closely with its communication office. All the information along with photographs will be shared with the communication office to produce up-dates on the flood affected areas. These up-dates will be shared with the donor communities as well as with UN clusters, Pakistan Humanitarian Forum, and the rest of the international community. In addition, there will be regular sharing of information with ACT Coordinating Office for transparency and accountability, and to enable sharing of information resources more widely for ACT alliance members.
VISIBILITY:
CWS-P/A will ensure co-branding with the ACT logo on hygiene kits and also will introduce ACT and CWS-P/A in the community/ beneficiaries meetings. Visibility actions will be taken whenever deemed possible.
PLANNED IMPLEMENTATION PERIOD:
The project planned is for a duration of two months.
