Please find herewith a revised version of the ASIN73 2004 Indian Ocean Tsunami-related rehabilitation appeal for ACT member Churches Auxiliary for Social Action (CASA) in India, first issued on November 27, 2007. This includes an extension of the implementation timeframe for this programme which was extended in December 2008 to close at the end of January 2009 while the revision was still under discussion. This timeframe has now been extended by a further 5 months to close on 30 June 2009, with corresponding changes to reporting deadlines, as described in the following section. The reasons for the extension are as follows:
The total number of disaster resistant (cyclone and earthquake) houses to be constructed for dalits and other excluded communities in Tamil Nadu and Andhra Pradesh has been reduced from 1,380 to 1,327 in 23 villages. This program was scheduled to be completed by 31st December 2008; however, there have been many hurdles which have impeded timely start up of construction activities these include:
- the villages and hamlets of excluded communities are located in a marginal land which does not enjoy good drainage and many plots therefore had to be earth filled prior to construction
- in most of the selected villages/hamlets, construction had to take place on existing house sites (in-situ), which also required the clearing of existing structures on the land which took time and caused serious delays.
- some impediments created by people from other communities resisting CASA efforts on behalf of the excluded communities
- a large number of cases where available plots of land were not sufficiently large to accommodate the house design used, which was dealt with in two ways:
i) CASA facilitated a process of land exchange amongst the beneficiary households in order to consolidate landholdings and to redistribute land as required by the design. OR
ii) CASA constructed / is constructing a 1 ½ storey house on a smaller plot of land where exchange of land and consolidation of land holding was not possible.
Summary of housing programme to 31 December 2008:

Income
As of 30 January, 2009, current income against the original appeal is at 85% coverage (US$ 8,953,196), according to ACT CO records. Following the closure of CASA's Tsunami programme under ASRE51 on 31 December 2007, reports including a financial audit were submitted to the Coordinating Office showing an unspent balance under ASRE51 of US$ 4,739,249. To date, donors have approved that $3,260,802 out of the $4,739,248 ASRE51 CASA unspent funds be transferred to ASIN73, and is shown as income towards this appeal. Approval for the remaining $1,478,446 ASRE51 unspent funds is still awaited from the donors concerned. This revised appeal increases the total target by a further US$ 472,530, from US$ 10,506,508 to US$ 10,979,038. Therefore, a balance of $ US 2,025,842 is still requested.
Revised/New Activities
Construction of one Multipurpose Disaster Shelter and 4 community centres in South India that can be used as shelter during any future emergency
Increased number of children's parks being constructed from 3 to 12 for recreation in the new housing colonies
Scaling up of construction or repair of community infrastructure such as internal roads and 14 village gates to ensure mobility and identity to the assisted communities in their habitat (while the total number of houses proposed for construction have been reduced overall, as explained above.
To construct six schools in Andaman &
Nicobar Islands, included in order to complete projects previously started under ACT appeal ASRE51
Restoration and promotion of sustainable livelihoods for vulnerable groups such as fishing labourers, artisans, widows, female headed families, physically challenged, marginal & small farmers, and
a community-based Disaster Preparedness (CBDP) programmed in the project villages of Tamil Nadu and Andhra Pradesh.
In addition, clarified locations for the housing programmed are provided in this revised appeal.

30 June 2009 (20 month appeal period- implementation period extended by 6 months from 31 December 2008)
