Persistent storms continue to batter California and Nevada, sustaining flooding in low-lying areas and bringing incapacitating snows to higher elevations. As many as 100,000 people are without power in California, as more than 500 miles of electrical lines have been knocked down. California Gov. Arnold Schwarzenegger declared states of emergency in Glenn, King and Sacramento Counties. Early figures in California show at least 300 homes still have water in them and more than 800 homes are affected. In neighboring Nevada, torrential rains forced a levee to break in Lyon County, prompting dozens of evacuations and an order for 3,200 residents to stay in their homes.
