The Programme Manager will be the overall responsible for the implementation of DCA
HMA programme in Angola in accordance with the developed timeline and the project documents. Responsibilities include, but are not limited to:
- Ensuring that DCA HMA Standard Operating Procedures are strictly followed
- Ongoing monitoring of the work carried out in the operations, logistics, finance and administration and ensuring that all activities are carried out in accordance with DCA guidelines, values and policies
- Management of all national and international personnel and ensure welfare and compliance with DCA code of behaviour
- Ensure financial and administrative oversight and that expenses are closely followed and allotted to the relevant budgets
- Liaison with the Angolan mine action authorities, other national authorities, donors, visitors to the programme and the media.
- Referring and reporting to the DCA HMA Headquarters on a regular basis and ensuring timely reporting to donors and the national authorities
- In cooperation with DCA HMA HQ carry out fundraising efforts
- University degree (business administration, economics, social science, development) or other relevant managerial education
- Minimum ten years of relevant working experience, including senior management in an international working environment
- Work experience with Humanitarian Mine Action programmes is highly desirable
- Good understanding of development issues
- Maturity, cultural sensitivity, adaptability, excellent skills in liaison and diplomacy.
- Excellent oral and written skills in English. Working knowledge in Portuguese a strong asset
- Previous working experience in Africa is an advantage.
- The programme office is situated in Luena, Moxico Province, but there is also an office in the capital, Luanda. The programme manager will be based in Luena with frequent travel to Luanda. This is a non-family posting.
- Position is open from 25. May 2009, initially for one year.
