HANOI, Dec 15 (Reuters) - Donors pledged to give Vietnam $4.45 billion in aid for next year, up from $3.7 billion this year, Minister of Investment and Planning Vo Hong Phuc said on Friday.

The aid announced at an annual meeting between government and donors would be part of the Communist-run country's ambitious plan to reduce poverty and accelerate economic growth in 2007 to between 8.2 percent and 8.5 percent, from 8.2 percent expected this year.

Vietnam, which has one of the fastest expanding economies after China and next month will become a World Trade Organisation member, said much of the money would be for its under-developed infrastructure.

Vietnam's epidemic is less advanced than its Southeast Asian neighbours Cambodia and Thailand, but the United Nations estimates there are at least 280,000 HIV infections in a population of 84 million. On January 1, 2007, a new law comes into effect that experts say is a broad policy framework for HIV/AIDS prevention and treatment in underdeveloped Vietnam. The law strengthens the rights of people with HIV, calls for AIDS education in the workplace and HIV medicines to be included in health plans. To match feature AIDS/VIETNAM
