EU ties Russia talks to Georgia withdrawal

BRUSSELS, Sept 1 (Reuters) - European Union leaders agreed on Monday to postpone talks on a new EU-Russia partnership, due later this month, until Moscow withdraws its troops to pre-conflict positions in Georgia, officials said.

"It is clear that, in the light of events, we cannot continue as if nothing had happened," European Commission President Jose Manuel Barroso said after EU leaders met at an emergency summit to discuss the Russia-Georgia conflict.

The timing of the talks, originally scheduled for Sept. 15, would depend on Russia's troop movements, he told reporters.

French President Nicolas Sarkozy would travel to Moscow on Sept. 8 with other EU officials to verify with Moscow whether it had fully adhered to a six-point peace plan brokered by France, Barroso said. (Reporting by Darren Ennis; writing by Mark John)
