MOSCOW, May 24 (Reuters) - Russian authorities should think about changing the owners and management of a Siberian coal mine where 38 people died on Thursday, the regional governor said.

A methane explosion killed 38 people at the Yubileynaya mine in the Kemerovo region of western Siberia. In March, 110 miners were killed at a neighbouring mine owned by the same company.

"We are now posing the question that there should be a change of owner and management," Kemerovo region governor Aman Tuleyev said in comments broadcast on the Vesti-24 television channel.

He did not explain the comment and it was unclear how a change of ownership could take place under Russian law.

The mine is operated by Yuzhkuzbassugol, a company that is 50 percent owned by its management, which has operational control, and 50 percent by steelmaker Evraz Group <HK1q.L>. Yuzhkuzbassugol declined immediate comment on Thursday's blast.
