FACTBOX-EU plans to cut CO2 emissions by a fifth

Dec 9 (Reuters) - European Commission President Jose Manuel Barroso said on Tuesday he was hopeful the Commission's proposal to fight climate change would be agreed to by EU leaders this week with few major changes.

Here are the main details of the plan, which was announced in January.

* The EU will cut emissions of carbon dioxide -- the main gas blamed for global warming -- by 20 percent by 2020, compared to 1990 levels. If other big emitters agree an international deal to cut emissions, the EU will try to extend its own cuts to 30 percent.

* By 2020, the EU will source 20 percent of its energy from renewable sources such as wind, waves, tides and the sun. Ten percent of fuel for cars and trucks will come from renewable sources, mostly biofuels, but also green electricity.

* Car manufacturers will have to improve the fuel efficiency and reduce the emissions of the new vehicles they sell or face fines. Average carbon dioxide from cars must be cut by 18 percent to 130 grams per kilometre, with automakers' fleets phased in to the regime between 2012 and 2015.

* The EU will overhaul its flagship emissions trading scheme, which caps the emmissions from industry and makes them pay for permits to pollute. From 2013, aviation and power stations could be forced to pay for emissions permits for the first time, and heavy industry also sees rising costs.

* New technology will be promoted to capture carbon dioxide from power stations and bury it underground in deep caves and depleted oil and gas fields.
