BRUSSELS, Dec 12 (Reuters) - German Chancellor Angela Merkel said she was cautiously confident that European Union leaders could agree effective measures to tackle climate change at a summit on Friday.

"I am cautiously optimistic that we will manage to have a good result that can send a good signal to the Poznan climate conference," Merkel told reporters, referring to talks being hosted in Poland to prepare negotiations next year on a successor to the Kyoto climate change agreement.
