Iraq war panel:diplomatic effort before year's end

WASHINGTON, Dec 6 (Reuters) - The high-level panel seeking an end to the crisis in Iraq called on Wednesday for a new diplomatic offensive in the Middle East to begin in the next three weeks.

In urging that the effort address all major regional issues and conflicts and reach out to all countries, including Iran and Syria, the bipartisan report of the Iraq Study Group stated as its first recommendation: "This new diplomatic offensive should be launched before December 31, 2006."
