FACTBOX-U.S. benchmarks for progress in Iraq

July 10 (Reuters) - Following are key benchmarks for action by the Iraqi government the U.S. Congress has demanded in exchange for aid and support. U.S. President George W. Bush must submit a detailed report to lawmakers by July 15 on any progress made by the Iraqis. - No non-military U.S. aid for Iraq may be used unless and until the July 15 report is submitted and certifies Iraq is making progress on each of the benchmarks. This may be waived if Bush submits detailed justification and details on how compliance will be reached. - Provide three trained and ready Iraqi brigades to support operations in Baghdad. - Eliminate militia control of local security, adopt legislation for a militia disarmament program, and reduce the level of sectarian violence. - Set $10 billion in Iraqi revenues for reconstruction projects, including for essential services, on an equitable basis. - Adopt laws to share among all Iraqi people the country's energy resources and complete legislation to address de-Baathification. - Form a committee to review Iraq's constitution and completing that study.
