House Speaker Nancy Pelosi links her support for President Bush's war-funding request to strict standards of resting, training and equipping combat forces, a move that could curtail troop deployments and alter the course of US involvement in Iraq. Pelosi also endorsed legislation requiring Bush to seek congressional authorization before any military strike on Iran.

Most of the region's schools will be closed for a third day on Friday and as many as 40,000 homes could remain without power after a hard freeze turned Wednesday's snow and slush into a stubborn coat of ice on streets, sidewalks and back yards.
