Tropical Storm Noel forms south of Haiti

MIAMI, Oct 28 (Reuters) - A tropical depression strengthened into Tropical Storm Noel in the Caribbean Sea south of Haiti on Sunday, the U.S. National Hurricane Center said.

Its maximum winds were near 50 mph (81 kph).
