Jan 15 (Reuters) - The 16 countries attending an East Asia summit in the Philippines signed a Cebu Declaration on Energy Security on Monday.

Following are key goals of the pact.

* Improve efficiency and environmental performance of fossil fuel use and promote conservation.

* Reduce dependence on conventional fuels through use of hydropower, renewable energy systems, biofuel production and civilian nuclear power.

* Mitigate greenhouse gas emission through effective policies and measures.

* Encourage investment in energy infrastructure through greater private sector involvement.
