CAMP DARAPANAN, Philippines, March 10 (Reuters) - The head of the Philippines' largest Islamic guerrilla group said on Saturday the government had offered Muslims in the south the right of self determination which he called a breakthrough in efforts to end one of the world's longest-running insurgencies.

"It can be a breakthrough," Moro Islamic Liberation Front (MILF) chairman Al Haj Murad told reporters in his camp in the jungles of Mindanao in the southern Philippines. "We appreciate this development, we feel it is an advancement in the search for peace in Mindanao."

Talks with the MILF and the government have been stalled since September but there have been informal contacts.

Students light candles in front of a poster with names of journalists who were slain in Philippines, during a prayer rally in commemoration of World Press Freedom Day in Manila May 3, 2007. The Philippines isn't the worst place in the world to be a reporter but it's second only to Iraq. Investigative stories about drug trafficking, gambling and other illegal activities put lives at risk. The media's breathless style of reporting and impassioned commentary is often too much for shady kingpins, particularly in rural areas, where police and military protection can be bought.
