NUSA DUA, Indonesia, Dec 15 (Reuters) - About 190 nations at U.N.-led climate talks in Bali agreed on Saturday to launch negotiations on a new global warming pact to succeed the Kyoto Protocol and include outsiders led by the United States. Indonesian Environment Minister Rachmat Witoelar, the host of the talks, banged down his gavel on the deal to rapturous applause, sealing a compromise between rich and poor countries, which had clashed over climate policies at the Dec. 3-14 meeting.
