Australia to detail carbon trade plans Dec 15-govt

CANBERRA, Nov 28 (Reuters) - Australia's government will unveil final details of its plans for carbon trading and its interim carbon reduction targets on Dec. 15, climate change minister Penny Wong said on Friday. The government wants carbon trading to start in July 2010, as part of its measures to fight greenhouse gas emissions, blamed for global warming. An interim framework unveiled in July proposes forcing 1,000 of Australia's biggest polluting firms to buy emissions permits, although up to 90 percent of permits will be free for major emitters to help them adjust to the added costs.
