WASHINGTON, Feb 16 (Reuters) - A U.S. House of Representatives resolution condemning President George W. Bush's troop buildup in Iraq passed by a vote of 246 to 182, the final tally showed on Friday.

More than a dozen Republicans joined the majority Democrats in the House to approve the resolution. While the measure does not force Bush to act, its backers say the president should heed the message and start bringing U.S. troops home.
