US: Iraq security situation extremely challenging

WASHINGTON, July 12 (Reuters) - The security situation in Iraq remains "complex and extremely challenging," and al Qaeda is likely to increase attacks as September approaches, a White House progress report said on Thursday.

The report, which President George W. Bush was required to submit to Congress, also said that Iraq had not yet made needed investments to increase oil and refining output.
