WASHINGTON, Sept 8 (Reuters) - President George W. Bush has pulled a lucrative civilian nuclear accord with Russia, the State Department said on Monday, the first tangible U.S. penalty imposed on Russia after its war with Georgia. "The president has notified Congress that he has today rescinded his prior determination regarding the U.S.-Russia agreement for peaceful nuclear cooperation, the so-called 1-2-3 Agreement," the State Department said in a prepared statement. "We make this decision with regret." (Reporting by David Alexander; Editing by Kristin Roberts)
