Bush: mistake not to have more troops in Baghdad

WASHINGTON, Jan 10 (Reuters) - President George W. Bush, in a speech on Wednesday announcing a shift in U.S. strategy on Iraq that will include sending more troops, will admit the mistake of not having enough American and Iraqi forces to secure Baghdad. "There were not enough Iraqi and American troops to secure neighborhoods that had been cleared of terrorists and insurgents," according to excerpts of Bush's speech. He also said the U.S. commitment was "not open-ended."
