WASHINGTON, March 15 (Reuters) - A Democratic plan calling for withdrawal of American combat troops from Iraq by March 31, 2008, failed to pass the U.S. Senate on Thursday.

The White House had threatened to veto the measure, saying to set a timetable for withdrawal would "embolden" U.S. enemies.
