Scotland's First Minister Alex Salmond makes a face during a visit to a SSPCA (Scottish Society Prevention of Cruelty to Animals) call centre in Dunfermline, Scotland August 21, 2009. Salmond, head of the devolved Scottish government, condemned the celebrations surrounding the return to Libya of former Libyan agent Abdel Basset al-Megrahi. More than 1,000 young Libyans gathered at an airport in Tripoli to welcome al-Megrahi, who was was serving a life sentence as the only person convicted of bombing Pan Am flight 103 over the Scottish town of Lockerbie, and cheered and waved national flags as his car sped away.
