Cattle rancher Francisco Fernandez, 73, talks of the 130 milk cows he lost this month for lack of water and pasture, in Santa Cecilia in the Chaco region of northwest Paraguay, November 18, 2009. Drought in the Paraguayan Chaco has killed thousands of livestock and caused a steep decline in milk production, according to government sources and private producers.
