Greenpeace activists protest as Brazil's President Luiz Inacio Lula da Silva speaks during a ceremony at the Ulysses Guimaraes Convention Center in Brasilia August 31, 2009. Lula on Monday said the exploration risk of the massive offshore subsalt oil fields are very low, during a presentation of a bill to reform Brazil's 1997 oil law. Brazil's government proposed on Monday a new law that will determine how it taps and manages huge crude reserves miles below the ocean's surface that it sees driving the nation's rise to developed status.
