Anti-North Korea protesters shout slogans after tearing North Korean flags during a rally denouncing North Korea's sudden release of water from their dams on the Imjin River, in front of the Integrated Government Complex in Seoul September 8, 2009. South Korea demanded an apology from North Korea on Tuesday for its sudden release of water into the river flowing across their border, causing a pre-dawn flash flood on Sunday that swept away six people, casting a pall over recently warming ties between the rivals. The banner reads: "Respond strongly against the extreme barbarous provocation by North Korea". REUTERS/Jo Yong-Hak (SOUTH KOREA POLITICS CONFLICT)
