Sankhal headman Mahamoud Roble, 60, is seen in Sankhal, on the border with Ethiopia, November 24, 2008. The Red Crescent Society of Djibouti says water has become the number one humanitarian issue in the country, with pastoralists across Djibouti being driven out of their traditional grazing territory in greater numbers as their cattle die.
