| Description: | The International Rescue Committee (IRC) has been working with the war-torn communities of Chechnya and Ingushetia, Russian Federation, since the first Chechen war in 1994. Our work to date has concentrated on providing life-saving assistance and relief to internally-displaced people (IDPs) – helping provide shelter, supplying clean water and ensuring good sanitation, providing educational support to children and young people, offering psycho-social counseling, and working on key public health issues around safe motherhood and healthy childhood.
The program is now transitioning from direct relief services to working in partnership with war-affected communities, local non-governmental organizations, local government and business to foster social and economic recovery in the Northern Caucasus. While maintaining our commitment to assist the most vulnerable people, we will also be developing new projects in community development, preventive healthcare, and civil society strengthening.
IRC is one of the leading international developmental relief organizations currently working in the Northern Caucasus. Our work is currently supported from U.S. government, European and private sources.
The position
The position of Civil Society Development (CSD) Coordinator is a key one. Working under the direction of the Program Coordinator, s/he will ensure the management and delivery of IRC’s expanding portfolio of governance / civil society strengthening projects in Ingushetia, Chechnya and elsewhere in the Northern Caucasus. This will include supervision of national staff, operational management across several locations, and budget management. S/he will in addition assist the Program Coordinator and other senior program staff in developing new projects aimed at building the capacity of local partners in war-torn communities and civil society organizations for participatory social and economic revitalization.
The responsibilities
Under the guidance of the Program Coordinator, manage and coordinate all program activity aimed at strengthening local civil society across IRC Northern Caucasus operations, including supervision of national Program Managers and oversight of staff teams in civic recovery and civil society;
Ensure that all projects designed and delivered in these sectors meet high standards of program quality, stakeholder involvement and donor requirements, working with the Program Coordinator, Grants, Monitoring & Evaluation team and others to develop new interventions, provide accurate and timely reports on existing ones, and oversee searching monitoring and evaluation;
Carry out all necessary human resources functions per the above, including recruitment of key staff and performance evaluations of Program Manager positions directly reporting to the CSD Coordinator;
Working with the Grants/Monitoring and Finance teams, ensure firm budget management and timely, high-quality financial reporting across your area of responsibility;
Discharge all duties in providing authorization for expenditure, leave and travel for staff within your purview as a Sector Coordinator, within the policy framework set out in the IRC Administration Manual, policies and procedures;
Help develop IRC’s local partnerships with community-based organizations, civil society organizations, and other local stakeholders, including capacity-building services and partnership frameworks;
Working under the guidance of the Program Coordinator and Finance Controller, assist IRC in further developing its sub-grant management mechanisms;
Under the guidance of the Program Coordinator, act as a focal point for liaison with IRC technical units and other headquarters resources on issues of governance and civil society development in the country program (particularly with the Post-Conflict Development Initiative);
Play a full and pro-active role in the IRC Northern Caucasus key management team, working alongside other Sector Coordinators and the Senior Management Team;
Undertake field visits in the Northern Caucasus and other national and international travel as necessary in order to effectively carry out the above duties.
Requirements
IRC is looking for:
Ideally, at least two year’s experience working in a humanitarian or development setting (in a conflict and/or displacement situation);
Program management experience, taking in human, operational and financial management;
Ideally, direct experience of managing civil society / good governance programs;
Good program development skills;
Excellent English language writing and communication skills;
Ideally, familiarity with US and European donors;
Organized approach with ability to work on several different tasks under pressure;
Good motivational and team-building skills;
Able to lead a national staff team;
Able to work in an environment where there are ongoing security issues.
