| Description: | Purpose of Position:
To improve and standardize the quality of development programs. This includes quality planning, design, implementation, and monitoring and evaluation systems. In addition, develop quality activities and programs in key sectors including health, agriculture, education, disability, child participation, disaster mitigation & relief, and integrating these into the Area Development Programs (ADPs). To lead efforts to strategically plan, and access existing and new resources for current and future priority program areas in line with the Country Strategy. QUALIFICATION, KNOWLEDGE, SKILLS AND ATTITUDES REQUIRED The following knowledge and skills may be obtained through a combination of schooling, prior experience and on-the-job training: 1. Demonstrated experience in development and management. 2. Field experience in development combined with a technical degree such as agriculture, sociology, education, health, organizational management, etc. Prior working experience in a World Vision field will be an added advantage. 3. Minimum five years professional experience in program planning, implementation, and monitoring and evaluation, particularly Area Development Programs, bi-lateral grants and other government grant compliance experience. 4. Knowledge of donor requirements and funding sources such as: USAID, OFDA, AusAID, ADB, EU and other bilateral and multilateral donors, and ability to write good proposal and project design. 5. Excellent interpersonal skills with an enabling style. Able to work on an team of nationals and expatriates, and ability to mentor national staff. 6. Experience with government relations, and networking with international agencies. Experience in managing donor contacts and relations. 7. Good organizational and analytical skills. 8.
