JOB DESCRIPTION: Program Manager
RESPONSIBLE TO: Director, International Operations / HQ
SUPERVISORY RESPONSIBILITY: Field staff
LOCATION: Trincomalee

PRIMARY OBJECTIVE OF POSITION
Responsible for the overall implementation of the ARC programs in Health and Disaster Preparedness and Management
MAJOR ARES OF ACCOUNTABILITY
Program Management
• Supervises and coordinates all field staff activities to ensure activities are in line with ARC program objectives, particularly in health and livelihoods restoration.
• Provides technical assistance to and builds reporting capacity of field staff and partner NGOs for report writing, data collection, presentations, and analysis.
• Prepares the monthly activity reports for submission to the IO Director.
• Oversees financial management of the program and submits monthly financial reports and cash requests for submission to the Finance and IO Directors.
• In conjunction with the HQ Security Manager, ensures that Security Standard Operating Procedures are current and in line with ARC and UN guidelines.
• Communicates with HQ on a weekly basis to apprise the IO Director of the current situation, on both program and security issues.
• Represents ARC at official meetings, serves as the ARC liaison in the Field on program issues, and serves as the ARC liaison with UN, USG and other agencies on programming and funding.
• Prepares Field program reports in a timely manner for donors, as per proposal.
• Monitors and evaluates all field activities.
• Promotes overall program coherence by ensuring that all projects have well-defined performance indicators and output monitoring mechanisms
• Provide technical advice and program support, as necessary.
• Supports field staff in the development of program structure, identification of human resource needs and preparation of individual job descriptions.
• Other areas of responsibility as assigned by the IO Director.

Program Development
• Advises the IO Director on current and potential gaps/needs of IDP populations in appropriate sectors for programming.
• Consults with prospective donors.
• Drafts grant proposals in consultation with the IO Director.

Personnel Management
• Directly supervises Program staff in the Field and assists in mid-cycle and annual Performance Appraisals.
• Supervises the MED Program Coordinator.

QUALIFICATION
• BA/BS in International Development/Management, Health, or related fields; Master's degree preferable.
• Minimum three years overseas experience in a similar position (including experience working in the field).
• Experience in managing a multi-sector program; proposal/grant writing; monitoring and evaluation; needs assessments.
• Experience in managing and working with a multicultural staff; strong participatory leadership and interpersonal skills; ability to motivate and counsel staff working in a complex emergency environment.
• Experience in working in a conflict zone preferable.
• Strong verbal and written communication experience; USAID/OFDA and UNHCR background preferred.
• Ability to prioritize multiple tasks and meet deadlines.
• Computer competent
• Must be willing to live in different locations under difficult conditions.
• Must be willing to travel to insecure areas in difficult means of transport.
