| Description: | SCOPE OF WORK
With the supervision and guidance of the Deputy Director Programs, the Grants Unit Coordinator will head the Juba-based Grants Unit (GU) for the IRC program in Southern Sudan. The position has linkages with the Program Technical Coordinators, Technical Units, Field Offices and Finance to support and strengthen IRC's programming in Southern Sudan. The Grants Unit Coordinator will provide strategic direction to the unit's work in terms of ensuring quality grants management, strengthening the donor base, assessing needs and developing grants management capacity of the field based teams as needed, ensuring compliance with donor requirements, ensuring quality information management related to programs / grants, and support all aspects of the proposal development and reporting processes. The position would work closely with relevant staff based in the IRC New York and London offices and liaise with them on grants management issues. He/She would supervise an expatriate Grants Officer and intern staff.
RESPONSIBILITIES
Become familiar with IRC Southern Sudan programs through a thorough review of program materials, orientation with key staff and field visits.
Lead proposal and budget development process for all proposals to public and private sector donors for both emergency and post-conflict development programs. Serve as team leader and primary writer for large-scale APS, RFA and CFP submissions. Oversee development and maintenance of headquarters and field reporting systems and processes related to grants management. Monitor and facilitate compliance of programs with donor and IRC commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for derogations, etc. Oversee all internal, external and sub-grantee reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements. Ensure program compliance with internal control procedures; hold grant opening, mid-term review and grant closure meetings on time for all grants and with the DDP, hold budget holders accountable for deviations from the grant contracts. Oversee grant and sub-grant tracking, ensuring forward planning and preparation for donor report writing, adherence with IRC-NY and IRC-UK requirements and timelines and timely submission of sub-grantee reports. Orient relevant staff of all departments to donor requirements and work closely with all departments to comply with donor requirements In coordination with Finance, Operations, HR departments and field staff and the Deputy Director Programs, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the sector coordinators, field coordinators and Finance Department; and monitor grant expenditures to ensure compliance with budgets. Liaise regularly with IRC Southern and Northern Sudan field offices to coordinate program planning. Build grant management capacity of field staff through regular trainings on reporting, donor compliance and other grants management issues. Conduct monitoring visits to field locations and Supervise and provide support to the Grants Officer and interns. Undertake other tasks as requested by the DDP and DCR. REQUIREMENTS University degree, preferably in international relations or a social science field, or comparable experience; At least 3 years of international NGO field experience in a similar position: grant management, proposal and budget development and donor reporting; Knowledge of US (USAID/OFDA/BPRM), EU (ECHO) and UN (UNHCR, UNICEF) donor regulations, procedures and requirements; Proven ability to develop winning proposals to public and private sector donors; Excellent written English skills and familiarity with budgeting using MS Word and Excel; Excellent computer skills and competency in Word, Excel and PowerPoint; Excellent organizational skills and ability to determine priorities and meet multiple deadlines; Prior work experience in a refugee and/or conflict setting preferred, particularly prior experience living and working in Africa; Detail-oriented with good multi-tasking abilities and communication skills, both oral and written; Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment; Willingness to travel to the field; Good sense of humor and stress management skills a plus. |
