Description:The International Rescue Committee currently seeks a Program Coordinator for its Sudan program, based in Darfur.

BACKGROUND
There are now approximately 3.2 million conflict affected persons in Darfur, including approximately 2.0 million IDPs; with ongoing insecurity resulting in further displacement and increased camp populations. IDPs are settled in over 135 different sites, ranging from traditional camps to loose concentrations and pockets. The IRC West Sudan [Darfur] operation alone is larger than most Country Programs; implementing programs in many different sectors through multiple donors in over five sites under adverse security conditions. IRC West Sudan operates programs in North, South and West Darfur. IRC North Darfur has offices and programs in El Fasher, Kutum and operates programs in Hashaba and Birmaza areas. IRC South/West Darfur has offices in Nyala, Kass and Zalingei.

The IRC El Fasher Field Office opened in 2004 and is currently implementing projects in 6 distinct but interrelated sectors (Primary and Reproductive Health Care, Women's Health, Environmental Health, Protection & Rule of Law, Child and Youth Protection and Camp Management). Activities are concentrated in three IDP camps in the El Fasher locality (As Salaam, Abu Shouk and Zam Zam) but also include health and Water Sanitation activities for rural communities. IRC El Fasher services over 200,000 beneficiaries with particular focus on capacity building and preparing the stage for an eventual sustainable return of IDP to their places of origin. As one of the largest NGOs providing services in North Darfur, IRC is also an active advocate for the rights and needs of IDPs and participates in a number of humanitarian inter-agency forums.

SCOPE OF WORK
The Program Coordinator will be responsible for providing supervision and management support for all the sector program activities in the site. The person would play the role of focal point for all the program and grants aspects in the field office. The Coordinator will also ensure all national program manager positions are able to perform to agreed upon standards and that training and support to strengthen their responsibilities is in place.

The position will work in collaboration with the sector coordinators and program managers and Field Coordinator to make sure that programs in the office site are tuned to address strategic beneficiary needs and are implemented according to the IRC Global sectoral strategies, donor guidelines, approved work plans and in accordance with the IRC Program Frame work.

RESPONSIBILITIES
• Program Coordinator is responsible for assisting development and implementation of program and grants management documents and plans for the field site in consultation with Field Coordinator, sector coordinators, grants coordinator/manager and site specific program managers

• Working closely with the thematic program managers, sector coordinators, grants manager/ coordinator and field coordinator, the program Coordinator is responsible for coordination and internal submission of program designs, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning.

• The Program Coordinator will develop plans to guide implementation of approved grants. S/he will support the Field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community.

• Work with the thematic PMs to ensure that IRC programs are implemented in conformity with the IRC Program Frame Work promoting and protection rights, participation, capacity building, partnership and holistic programming.

• Work with the Field teams to ensure thematic managers and capacity builders have comprehensive capacity building plans in place and that national staff have the support required to implement and manage the projects. The Program Coordinator will assist in the monitoring of program capacity building efforts together with the program managers and sector coordinators.

• Work with the field team to analyze and capture lessons learnt and good practices, help in development of good practice documents and share the same for institutional memory and learning.

• Work with the field team to make sure that programs are developed ensuring collaboration between sectors and ensuring that all implementation plans employ a programming approach that integrates the strategic interests of other sectors.

• Work in coordination with the finance managers in the region and Khartoum finance team and monitor all site specific grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests.

• Develop tools and systems to enable us track program management, expenditure and reporting in the site. Provide accurate regular reports, document results and maintain detailed records of the overall program activities in West Sudan. Work closely with the Khartoum based grants management unit for this.

• Organize monthly budget versus actual meetings, grants opening and closing meetings in the field site in coordination with program, finance and operational team members.

• Maintain information database related to programs in the site and share the same as and when needed by senior or field management teams.

• Liaise with the other senior staff and ensure that Darfur operations are properly supported as part of an integrated Sudan program.

REQUIREMENTS
• University degree in social science or related disciplines
• At least 5 years of international humanitarian and/ or development experience in managing and coordinating programs
• Experience in multi-sector program management with a range of donors in a complex operating environment.
• Demonstrated project cycle management skills
• Skills related to staff training, facilitation and capacity building
• Strong management, project planning, organizational, interpersonal, and communication skills
• Ability to manage stress, work in large and multicultural teams
• Finance management skills
• Team work and initiative to work
• Competent in Windows, MS office programs, email and database experience
• Fluency in English, spoken and written. Arabic language skills a plus
