Description:The International Rescue Committee currently seeks a Youth and Livelihoods Capacity Building Manager for its Sudan program, based in Darfur. The position will cover 5 program sites in North, South, and West Darfur.

BACKGROUND
There are now approximately 3.2 million conflict affected persons in Darfur, including approximately 2.0 million IDPs; with ongoing insecurity resulting in further displacement and increased camp populations. IDPs are settled in over 135 different sites, ranging from traditional camps to loose concentrations and pockets. The IRC West Sudan [Darfur] operation alone is larger than most Country Programs; implementing programs in many different sectors through multiple donors in over five sites under adverse security conditions. IRC West Sudan operates programs in North, South and West Darfur. IRC North Darfur has offices and programs in El Fasher, Kutum and operates programs in Hashaba and Birmaza areas. IRC South/West Darfur has offices in Nyala, Kass and Zalingei.

SCOPE OF WORK
IRC has been implementing a multi-sectoral program for the conflict affected populations of West Sudan (Darfur) since July 2004. The Child and Youth Program (CYP) began implementing emergency activities in North Darfur in 2004. In January 2005, it expanded to South and West Darfur, and a more structured, comprehensive program was created to serve the developmental and psychosocial needs of both young children and adolescents.

To ensure age-appropriate programming that does not interfere with formal educational services, the CYPD program is structured to provide two separate programs targeting the specific needs of pre-school age children and older children and youth.

The Youth and Livelihoods Capacity Building Manager will directly support IRC National Program Managers in supervising the implementation of CYP program activities across different field locations in Darfur. Working with IRC's CYP Coordinator for West Sudan, the Capacity Building Manager will play a key role in ensuring the organization and further development of a technically sound program addressing the non-formal education and psycho-social needs of IDP children and youth. The specific focus of the Capacity Building Manager will be on youth and livelihoods programming. He/She will be responsible for providing training and technical assistance to National Program Managers in all areas of youth program management and implementation. This position is roving between the field sites in Darfur.

The Capacity Building Manager will report directly to the CYP Coordinator and liaise closely with Field Coordinators in each site.

RESPONSIBILITIES
• Follow and/or modify according to need capacity building plan aimed at strengthening the skills, capabilities, and confidence of national staff.
• Specifically, design and provide trainings and other learning methodologies to strengthen national staff skills in general program management.
• Design and provide specific trainings and technical assistance to national staff in assessing and designing youth and livelihoods programming.
• Monitor the overall activities of the staff, build upon strengths and improve on weaknesses.
• Strengthen the ability of national staff managers in developing innovative ideas in youth and livelihoods programming.
• Monitor the external contexts and emerging needs regarding CYP and work with CYP managers to introduce programmatic changes as necessary.
• Provide monthly updates on Capacity Building activities and ensure that managers are providing high quality monthly updates to the CYP Coordinator.
• Design and document training modules and capacity building process.

REQUIREMENTS
• Masters Degree in Development Studies, Education, Social Work, or related field.
• At least 3 years of international experience in program management.
• Demonstrated background in community mobilization, PRA/PLA tools, livelihoods programming, and preferably knowledge of group dynamics and community savings and loans.
• Experience in preparing and facilitating trainings and training modules.
• Experience building the capacity of national staff.
• Excellent facilitation skills.
• Flexibility to adapt in an emergency environment and move between work sites.
• Ability to listen to and to dialogue with national staff in an empowering fashion.
• Fluent in English with Arabic skills a plus.
• Ability to use Microsoft Excel and Microsoft Word.
