I. Background on ACTED

ACTED (Agency for Technical Cooperation and Development) is an international NGO founded in 1993 and headquartered in Paris. ACTED provides relief assistance to victims of conflict and vulnerable populations. Its activities range from emergency relief to development projects. In 2006, ACTED implemented more than 150 projects in 20 countries spread over Africa, Central Asia, Europe, Latin America and the Middle East.

II. Background on Programme:

Eastern Chad has been heavily affected by the Darfur conflict. More than 200,000 Sudanese refugees arrived between 2003 - 2006 in Eastern Chad. The refugee population almost outnumbers the local population. Refugees are living in camps under UNHCR protection and standards, however most the host population is actually living with high poverty indicators in an unstable economical and political environment. Thus, there has been rising tension between refugees and the local population over access to scarce resources such as water. Approximately 73% of the population has no access to water infrastructure and there is only limited surface water in the region which is characterized by an arid climate with a mean annual rainfall that is low, erratic and convectional ranging between 150mm and 200mm. Wadis which are ephemeral rivers, are the only source of water, however they get depleted during the dry season compelling the inhabitants to walk long distances in search of water for domestic and livestock use.

Through the rehabilitation and construction of additional water sources, ACTED will address the urgent water needs of host populations as well as the rising tensions between refugees and local populations over scarce water resources. These activities will go hand in hand with a hygiene promotion campaign. Water and sanitation-related diseases are very common in Eastern Chad. ACTED plans to implement a hygiene promotion campaign which will cover all communities where water sources will be constructed and/or rehabilitated. This is an essential part of ensuring that the construction and rehabilitation programme will result in improved domestic and personal hygiene and that the communities reap maximum benefits accruing from the use of the newly constructed and/or rehabilitated water sources. In addition, water committees will be set-up in order to enable targeted communities to manage, operate and sustain activities after the initial phase of intervention.

III. Job Duties and Responsibilities

Under the direct supervision of the Program Manager, the Hygiene Promotion Coordinator will be in charge of developing a hygiene education campaign for targeted communities as well as setting-up community based water committees. In particular the Hygiene Promotion Coordinator will have the following responsibilities:

• To set up, plan, supervise and monitor the implementation of all hygiene promotion activities;
• To manage and oversee the work of the national hygiene promoters;
• To design hygiene promotion material in close collaboration with UNICEF;
• To design a curriculum for the training of community hygiene promoters;
• To organize training sessions for community hygiene promoters;
• To support community hygiene promoters in setting up a hygiene promotion timetable and to monitor activities;
• To develop a mass media hygiene and health promotion campaign;
• To organize the procurement of all hygiene material;
• To ensure accurate and timely reporting of activities;
• To coordinate with government departments, UN agencies and NGOs health and hygiene strategies/policies/activities;
• To ensure cross-programme integration, learning, sharing and adoption of best practices from other ACTED programs;
• To ensure effective integration and mainstreaming of gender into all activities;
• To identify and organize a response of the capacity building needs of the national staff.

IV. Qualifications required

• A university degree incorporating a component of public health or a nursing/public health training;
• Sound knowledge of good hygiene practices and of waterborne diseases prevention;
• Highly motivated and with a desire to work with local communities;
• Able to coordinate and manage staff and project activities;
• Familiarity with the aid system, and ability to understand donor and governmental requirements;
• Proven ability to work creatively and independently both in the field and in the office;
• Being a strong team player and adept at creating a strong team spirit;
• Ability to organize and plan effectively;
• Ability to work with culturally diverse groups of people;
• Ability to travel and work in difficult conditions and under pressure;
• Excellent spoken and written French.

IV. Conditions

Salary: Intern status (600 €/month)
Benefits: All accommodation and travel expenses covered, including a one-week R&R every three months. Medical and life insurance also covered.
