Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International's actions and campaigns.

Context :
The South Asia Regional Coordination (SARC) program is one of Handicap International's regional platforms. The aim of SARC is to decentralise aspects of program coordination and support from headquarters in France in order to strengthen the programs of Handicap International in South Asia. Based in Delhi, SARC works alongside programs in South Asia (Afghanistan, Bangladesh, India, Nepal, Pakistan, Sri Lanka) to promote optimal levels of quality in project planning, implementation and evaluation.

Job description :

Based in Delhi, as the Regional Technical Advisor - Prosthetics and Orthotics you will be responsible for:
• Provide technical support to HI regional programs in design, development and implementation of the P&O projects coherent with HI's mandate & quality standard;
• Provide support in review of proposal documents using PME approach, log frame tools; assist in implementation of the projects through distance support / guidance.
• Contribute towards the quality of the human resources in the projects by.sourcing qualified & competent technicians and support in recruitment process; constant updation on training resources; debriefing with the technicians at the end of mission, appraisal etc.
• Coordination with several internal and external networks in the region for development and promotion of Handicap International's competencies in P&O; participate in seminars, workshops; create information base of P&O professionals, donors in the region.
• Support in development of knowledge resources of P&O in the regional programs through subscriptions, supply of A/V kits, membership with institutions etc.
• Active participation in the SARC development activities in preparation of budget, annual plan / strategy; support to the Regional Coordinator & team members
You will be under the line management of Regional Coordinator and will work closely in coordination with a multidisciplinary team. You will be responsible for respecting reporting conditions of donor organisations as well as internal reporting rules. The post envisages frequent international travels within South Asia.

Profile sought :
• Post graduate qualification in P&O (level ISPO 1) / Management is advantage.
• At least 5 years working experience in a variety of areas of Prosthetics and Orthotics, with exposure in developing countries, including experience in P&O workshop planning, development and set up and production cycle of P&O devices
• Knowledge in development and provision of appropriate wheelchairs and special seating.
• Knowledge in community-based rehabilitation / the rights based approach.
• Knowledge and experience in training including curriculum development and training needs assessment.
• Experience working in a multi-disciplinary team.

• Excellent networking / communication / interpersonal skills
• Strong computer skills on Microsoft applications - Word, Excel, Internet, communicating on emails, etc.
• Ability to work in all the area : Afghanistan, India, Pakistan, Nepal, Bangladesh and Sri lanka

Languages : Excellent English compulsory

Remuneration : Volunteer or salaried status based on experience
Volunteer : 750 or 850€ + allowance, accommodation, medical coverage and insurance
Salaried : 2100 to 2300€ monthly gross salary + benefits

Length of Mission : 2 years renewable

Start date : 1/12/07
