Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International's actions and campaigns.

Context :
Handicap International is starting to develop disaster risk reduction projects in South Asia area. We first start with a community based disaster preparedness project in Bangladesh and now we plan to extend and duplicate this successful initiative to other countries in the region (Nepal, India, Bangladesh).
The objective of those projects is to reduce vulnerability of communities living in disaster prone areas, and exposed to multiple natural hazards through comprehensive community based disaster risk reduction including disability.
For that we will provide supports according to the specific needs in each country, at community, regional or national level, both with governmental and non-governmental partners in designing disaster risk reduction plans taking in account the specific needs of people with disability.
The projects should be funded by DIPECHO and start from November 2007.

Job description :
The Project Manager will ensures the quality and a maximum of impact of the disaster risk reduction project.
He is the focal person for all management aspect of this project and responsible for proper implementation of the project as per the approved proposal, log frame, plan of action and budget. She/He is responsible for regular donor reporting and for the budget follow up and monitoring. She/He is in charge of coordination between other DIPECHO partners in the country and ensures good linkage / harmonization between disaster and disability aspects. She/He whole implementation strategy of the project and monitors the activities as per the work plan and schedule,

Profile sought :
We are seeking an experienced person in disaster preparedness/risk reduction project implmentation.
The applicant should have an interest in working to improve the life of vulnerable people and particularly people with disabilities.
Good networking and communication skills, strong facilitation coordination skills
Demonstrated experience and high level of competencies in at least three (3) of the following sectors:
 Advocacy and public awareness raising
 Community education
 Facilitating the coordination between government organisations, ingos and CBOS
 Institutional strengthening
 Capacity building/training
 Mainstreaming disability issues in development
Post degree in social science and/or International Development and/or rehabilitation

Languages : English compulsory

Remuneration : Volunteer or salaried status based on experience
Volunteer : 750 or 850€ + allowance, accommodation, medical coverage and insurance
Salaried : 1960 to 2150€ monthly gross salary + benefits

Length of Mission : 15 months

Start date : 1st December 2007
