Reference No: NW/Nig/Nutrition/alert Contract Terms: Unaccompanied Language Requirements: Fluent French and fluent English Contract Length: 12 months Start Date: ASAP PLEASE NOTE THAT THIS IS AN UNACCOMPANIED POSITION WHICH REQUIRES FLUENT FRENCH AND ENGLISH JOB PURPOSE Provide strategic leadership, direction and overall coordination of the running and integration of Concern's CTC (Community Therapeutic Care) Programme in Tahoua Region. DUTIES & RESPONSIBILITIES Programme Development, Design & Leadership Provide strategic leadership and direction in Concern Niger in relation to the running of the CTC programme. Lead and manage the phasing of CTC integration into the MoH in the short, medium and long-term - ensuring a sound action plan is developed in conjunction with the MoH for overall integration. Retain oversight and co-ordinate the nutrition team, ensuring all ongoing activities are closely coordinated with Health, Public Health Engineering and education teams and taking pro-active responsibility for developing an integrated analysis and response to the situation. Ensure that the nutrition programme proactively addresses the nutritional needs of the catchment area whilst putting in place the CTC integration strategy with phased reduction of direct Concern implementation. Ensure the nutrition programme produces all statistical and general reporting required of it and builds increasing predictive data systems appropriately timed surveys etc. Work closely with the Health Manager to identify areas of opportunity for cross collaboration. Lead Concern's nutrition programme team and work collaboratively with MoH in developing and implementing a sound plan for sustainable integration of OTP and the SC, whilst building on existing plans for eventual SFP integration. Act as the focal point within Concern (liaising with, Logistics Manager, Health Manager, etc) and MoH in developing capacity building plans for MoH. Capacity building plans should include clinical training, logistics, reporting and management. Direct nutrition staff and work with health programme staff, MoH and communities to identify early warning indicators and develop preparedness/contingency plans for future nutrition crises. Ensure that the Concern nutrition programme and its work with the MoH incorporate emergency preparedness and readiness. Mainstream DRR (disaster risk reduction), HIV & AIDS and gender equity into programme plans and activities with support of Advisors ensuring all work carried out in a way that is sensitive to community needs and gender issues. Promote the application of SPHERE minimum standards for food aid, nutrition and food security in Concern's nutrition programme, and ensure that programmes respect the NGO/Red Cross Code of Conduct, the People in Aid Code, and other Concern regulatory codes and procedures. Representation, Advocacy & Research Represent Concern at external nutrition coordination meetings, working with other actors to ensure maximum impact of the programme. This will involve influencing and negotiating with MoH and other agencies/ actors, including sharing experiences with agencies involved in CTC integration. Seek out and build relationships with other agencies working in nutrition and planning integration and use this linkage in advancing coherent integration design between agencies and the MoH and ensure that such lesson sharing and learning is documented within the overall project to document the integration process. Lead district and regional-level advocacy activities to promote the sustainable integration of CTC in MoH structures. Oversee research, document internally, share experiences and lessons learned of CTC integration in a timely manner, disseminating within Concern Worldwide and external audiences as appropriate. Work with the Health Advisor in national level advocacy on key issues tied to nutrition and CTC integration. Programme Support/Systems Develop funding proposals for continued running of nutrition activities and CTC integration and carry out donor reporting of the CTC programme and regular reports for the Area Coordinator, as required. Manage the progress of activities and ensure budgets are appropriately monitored and spent in the nutrition programme (as per donor and Concern guidelines) Manage staff according to Concern's Performance Management systems. This will include supporting the team to set objectives, regular one to ones and performance appraisals and ensure that Concern's values are reflected in the team's personal objectives and team members are aware of and respect Concern Programme Participant Protection Policy Promote good team work and a positive working environment within the Nutrition Programme and between other Concern Niger Programmes Ensure that within the Community Health, SC and CTC teams any staff changes are in line with Concern HR policy and the national labour law - in this proactively seek out support and advice from the Concern HR and Systems team. PERSON SPECIFICATION Essential: A degree in public health, nutrition or other discipline which provides an understanding of overall public health (including linkages to nutrition and food security issues) in developing countries. A minimum of 3 years overseas experience, of which a substantial part should involve the recent management of a public health or nutrition programme, including oversight and responsibility of technical components, staff management, budgets and proposals. Proven experience with transitional programming (preferably integrating CTC programming) and the ability to guide the team towards a new direction. At least 2 years experience in performance managing staff, including commitment to capacity building Proven analytical skills and an ability to plan, think strategically for programme design and to oversee implementation of the approach Ability to influence, negotiate, represent and liaise effectively with key stakeholders (MoH, other agencies implementing nutrition programmes etc) Fluency in written and spoken French Commitment to principles of Equal opportunities (gender, race & disability, etc.) and an understanding of mainstreaming gender, equity and HIV/AIDS within programming Desirable: Familiarity with Concern Worldwide Systems and procedures Working/living in area with different cultures; Working/living in a francophone setting; Familiarity with Niger. Management and leadership skills including ability to manage change effectively. Excellent English language skills (written and spoken) Delegation, time management and prioritising skills Ability to work as part of a multi-cultural team effectively Capacity building of national staff through both formal and on the job training Excellent interpersonal and diplomacy skills.
