| Description: | CARE Sierra Leone seeks a Monitoring and Evaluation Technical Leader for an anticipated, 4-year, USAID-funded program focusing on Governance, Economic Growth and Natural Resource Management. The position will be based in Freetown, Sierra Leone. S/He will lead the design, management and implementation of all monitoring and evaluation activities for this multi-sector project. The M&E Technical Leader will be a part of the senior management team responsible for overseeing the overall program strategy to enhance democratic governance, foster economic growth and improve natural resource management to the benefit of the people of Sierra Leone.
Specific responsibilities include:
S/He will develop and lead all aspects of the design, monitoring and evaluation activities under the project, including, but not limited to multidisciplinary and results-based surveys;
Support project staff in the formulation and implementation of project level M&E indicators, processes, and activities; Ensure the use of rigorous, consistent qualitative and quantitative assessment methods in order to generate valid data to both measure project performance and program impact; Supervise and mentor local project staff to build capacity in M&E activities; Ensure the timely completion of all designated project component deliverables; Qualifications include: Advanced degree in International Development, Governance, Economics, Agribusiness, and/or Natural Resource Management or other relevant field; At least 5 years of experience designing, managing and implementing multidisciplinary and results-based M&E surveys; Familiarity with technical areas including democracy ad governance, agriculture, youth employment, NRM-biodiversity-environment-conservation and/or economic growth; Proven capacity to effectively manage and mentor staff with various levels of skills and experience; A track record using USAID performance monitoring plans and reporting procedures with NGO implementation partners; Experience working with the West Africa region is desirable; Ability to collaborate with people and organizations of diverse backgrounds; Excellent verbal and written communication skills in English.
