Description:PURPOSE:
The Sudan Program Manager has primary responsibility for the development, preparation for approval, accompaniment, and deriving lessons learned from projects funded and/or supported by LWR in Sudan. S/he also has responsibility for working as part of the Africa and East Africa teams to develop, implement, and derive lessons learned from the Africa strategy. S/he serves as the focal point for all communications between partners and LWR during all phases of project development and implementation.

DUTIES AND RESPONSIBILITIES:

Partner Accompaniment
1. Responsible for identifying, building, and managing partner relationships, including support for organizational capacity development.
2. Work with emergency response manager, new business development unit and/or Africa regional team to ensure timely submission of complete, high quality proposal packages to the US Government, Foundations and to LWR Africa department for designated support.
3. Accompany the partners and projects throughout the implementation period. Monitor and support partners' projects and implement capacity strengthening activities, as appropriate.
4. Facilitate networking among partners, government representatives, civil society organizations and international actors to ensure coordination and leverage opportunities.
5. Work with partners to ensure the timely submission of compete, high quality progress, financial, audit, and evaluation reports in accordance with LWR and USG guidelines. Track partners' submissions of reports. Provide or arrange training for partners who are consistently late or whose reports are inaccurate or inadequate.

Teamwork
1. Actively engage in the development and periodic review of LWR's strategy, policies, procedures, manuals, and guidelines. Actively work as part of the regional team to develop the three-year program strategy paper and annual operational plan.
2. Coordinate with East Africa regional team and/or Africa team on administrative and financial reporting of office and administrative costs in Sudan. Coordinate with Lutheran World Federation/Department of WorldService on day-to-day administration, security and logistics.
3. Work with the humanitarian response manager and Africa team to map risks in priority action zones in Sudan, to work with partners on plans to reduce or cope with risks, and to assist partners in timely response to disasters and complex emergencies.
4. Work with the material resources unit to identify potential partners, facilitate relationships and support material resource distribution.

Policy and Advocacy
1. Work with partners, like-minded civil society organizations, and other international NGOs to develop and implement local advocacy plans.
2. Keep abreast of, and report on, social, political, environmental, and economic trends in Sudan.
3. Work with the Public Policy Department to guide and strengthen LWR's advocacy work in the US by sharing timely information from partners and about developments in Sudan.
4. Work with the Public Policy Department on development and implementation of the annual advocacy strategy.

Fundraising and Constituent Education
1. Work with regional team and new business development unit to develop an annual grant-seeking strategy, to facilitate contracts between partners and donors based in the region, and to monitor funded projects.
2. Coordinate with new business development unit on organization-wide fundraising efforts and related documentation.
3. Work with the Communication Department to plan and conduct study tours and production of publications, articles and videos.

CORE COMPETENCIES:
1. Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
2. Three or more years experience working on sustainable development and/or emergency response with impoverished communities in Sudan or East Africa.
3. Bachelor's degree in a relevant field or the equivalent. A master's degree is highly desirable.
4. Demonstrated fluency in English with excellent verbal and written communication skills. Knowledge of local Arabic, Swahili and/or other Southern Sudanese languages is a plus.
5. Familiarity with key development and economic and social justice issues at a practical and policy level, including food security, vulnerability reduction, and advocacy, among others.
6. Demonstrated experience in designing, managing, implementing, monitoring, and evaluating US Government-funded development and/or emergency response projects. Experience with and/or knowledge of UN agencies, structures and functions is a plus.
7. Demonstrated ability to work effectively with international organizations, local non-governmental organizations, community-based organizations, and other grassroots organizations.
8. Ability to travel (up to 50% of his/her time) and work in high-risk security environments with very limited infrastructure.
9. Proficiency in using in Word, Excel, Access, e-mail, and web browser software.
10. Excellent interpersonal skills.

Salary is negotiable and commensurate with experience.
