I. Background on ACTED:

ACTED, the Agency for Technical Co-operation and Development, is an NGO registered in France with global operations in Central Asia, Europe, Latin America and Africa. ACTED has been active in Kyrgyzstan since 1999, and is one of the largest NGOs in the country, capitalizing on a continued 12-year presence and established operations throughout Central Asia.
While most of ACTED's operations in Kyrgyzstan have long been centered on relief and food security activities (e.g. provision of food, shelter and response to natural disasters), the agency is now implementing an integrated development strategy including community mobilization, infrastructure rehabilitation, water and sanitation, agriculture and micro-credit. As such, ACTED Kyrgyzstan is both growing and changing, and requires staff which have the ability to operate and manage this change effectively and creatively.

II. Main objective:

To support the Water and Rehabilitation (WRD) team in Batken, Osh and Jalalabat oblast in performing quality and timely rehabilitation and constructions works for ACTED projects in Kyrgyzstan in an efficient and transparent way

III. Responsibilities:

The WRD intern's responsibilities include:

 To perform relevant capacity development of WRD staff on Water & Sanitation and Engineering project management, particularly concerning activity planning, monitoring and reporting.

 To review the internal WRD procedures and management and suggest improvement Social Infrastructure Department Manager

 To assist the Social Infrastructure Department Manager in following up construction and rehabilitation works conducted on the field in Batken, Osh and Jalalalabat regions by developing specific planning and monitoring tools.

 To contribute to the finalization of the standardization process within ACTED Kyrgyzstan of construction norms and minimum quality standards for civil construction works in conformity with the National standards of Kyrgyzstan.

 To support the WRD teams of ACTED Kyrgyzstan in conducting timely, quality rehabilitation and construction works in compliance with ACTED's methodology and donor's requirements.

 To assist the Social Infrastructure Department Manager in the design of civil rehabilitation and construction projects for ongoing ACTED programmes and new project proposals when required.

 To provide technical expertise in the procurement process of construction materials during designing bill of quantities and during contract awarding when required.

IV. Subordination:

The position is on level 3 of the ACTED Kyrgyzstan organisation chart. The intern works under the supervision and responsibility of the Country Operations Manager and in coordination with the WRD Manager.
It must be pointed out that the intern, not being a member of ACTED Expatriate staff, shall refrain from giving direct injunctions to the staff of the mission without prior consulting with the Country Operations Manager or the WRD Manager. His/her position shall be that of a technical expert assisting the WRD manager.

V. Outputs:

 Monthly activity reports.
 Capacity development of WRD staff in ACTED Kyrgyzstan
 Improved internal WRD procedures and management.
 Improved WRD activity planning, monitoring and reporting

VI. Benefits

 The intern will receive a per diem equivalent to 300.00 USD for each month of presence in the mission.
 One round trip international travel by air from France as well as transportation from Bishkek to the duty station will be covered.
 The intern will be provided with adequate housing in ACTED guesthouses in Batken at no cost for the intern for the whole duration of its presence in the mission. During his/her field visits to Osh, Jalalabat and Bishkek, adequate housing in the relevant ACTED area offices will be provided. Dwelling outside ACTED guesthouses will not be permitted.
 ACTED Human Resources Internal rules and Security rules for the mission will apply fully to the intern. Strict observance of these rules by the intern will be requested. The intern will not be authorized to drive ACTED cars.

VII. Qualifications

 The international intern should be an undergraduate engineer, with excellent knowledge of English:
 Experience in civil engineering, construction works and water & sanitation will be an asset;
