Location: Planned to be based in New Delhi, with frequent travel throughout South Asia
Duration: 18 months, renewable

I. Background on ACTED

ACTED (the Agency for Technical Co-operation and Development) is a French NGO with operations in 19 countries. As part of its broader development programmes, ACTED engaged in microfinance activities in the late 1990s. In 2005 ACTED decided to consolidate and enhance its microfinance interventions through the creation of a Paris-based specialized microfinance agency: Oxus Development Network (ODN).

The Microfinance Coordinator is the most senior position in ACTED's Microfinance intervention in South Asia. In particular, s/he will be responsible for the management of a multi-country EC Project aiming at networking, capacity building and linking with European investors a group of leading MFIs in India, Sri Lanka, Pakistan and Afghanistan.

II. Project Overview

The Microfinance coordinator will ensure the successful implementation of the EC-funded Project: "Financing Development. Capacity Building and Economic Cooperation for South Asia's Microfinance Institutions". As such s/he will supervise the implementation of the following activities:

(1) Capacity building of 20 MFIs. This will include the following actions:
• Selection of 20 participating MFIs, 5 each from India, Pakistan, Sri Lanka and Afghanistan
• Assist selected MFIs in developing strategic business plans and Provide Technical Assistance for their institution development
• Organisation of training on microfinance best practices.
• Organisation of exposure visits to other MFIs in South Asia
• Exposure to European banking standards through field trainings and exposure visits to Europe

(2) Creation of the South Asian MicroFinance Network, including the following actions
• Set up an internet-based coordination forum between MFIs and European companies
• Provide well analysed portfolio and performance reports of the beneficiary MFIs to inform and attract the investor community
• Organisation of a Microfinance event in Europe and publication of guidelines to promote investment into South Asian MFIs

The Project will be implemented in close cooperation with the project partners (ACCESS, Stromme Microfinance and RSNP) and project associates (ODN, Oxus Afghanistan, ABN-AMRO France and Tiare' group).

III. Responsibilities

The Microfinance Coordinator is responsible for the entire implementation of the above-mentioned Project, as well as any other activity requested by ACTED Asia's Regional Director. His/Her responsibilities inclue the following:

1) General project management
• Overall leadership in project implementation
• Ensure efficient and timely completion of project objectives
• Regular visits to areas of operations, including partneres and beneficiary MFIs
• Monitoring and evaluation of activities implemented by partners
• Supervision of project budget, including that allocated to partners and the contributions from participating MFIs
• Management of project team

2) Project reporting
• Ensure receipt of regular reports from partners
• Ensure regular reporting to ACTED HQ and Regional Coordination
• Ensure timely and efficient submission of reports to donors

3) Coordination of project partners
• Streamline information and communication flow from, to and between project partners and associates
• Provision of technical backstopping to partners
• Organisation of coordination events
• Ensure partners are actively involved in all project activities
• Regular monitoring and evaluation of partner performance
• Management of partners' budget allocation and tranfers

4) Technical backstopping
• Ensure partners have the necessary understanding and skills required to correctly implement the project
• Provide technical backstopping to partners when needed and requested
• Supervise and participate in the TA provided to the MFIs, ensuring its quality and effectiveness
• Coordinate all project exposure visits and the field visits from ABN AMRO

5) Set up of South Asian Microfinance Network (SAMN)
• Superivise the implementation of SAMN through the development of a dedicated web portal and magazine
• Ensure and promote the participation of all partners, associates and beneficiary MFIs to SAMN
• Extrenal promotion of SAMN as a networking and investment tool beyond the scope of the project

6) Facilitation of investment from European companies to South Asian MFIs
• In partnership with project associates, facilitate the networking with potential European investors
• Organisation of investment forums in Europe
• Drafting and publication of Guidelines on hiw to invest in South Asian MFIs

7) Other activities as requested by ACTED Asia's Regional Director

IV. Requirements

Necessary
• At least 5 years of experience in MFI, commercial bank or other financial institution
• Extensive and proven track record in financial institution administration, operations and procedures.
• At least 3 years of senior project and staff management experience
• International work experience
• Experience with investor relations and funding negotiations
• Financial analysis, risk management and HR management
• Advanced computer skills, including MIS software
• Excellent English.

• A master's degree in business administration or Economics

• Excellent analytical, communication and interpersonal skills
• Diplomatic and a good negotiator
• Ability to work independently
• Results oriented
• Excellent leadership skills
• Willingness to travel in hardship areas
