Description:Position : Water and Rehabilitation Department (WRD) Manager

Location : Batticaloa, Sri Lanka
Starting date: ASAP

Main Responsibilities:

The Water and Rehabilitation Department Manager will supervise, orientate and support all the activities linked to provision of water, sanitation and reconstruction. She/he will support each activity manager in planning their activities and respecting their workplan, and will be the warrant of mainstreaming ACTED activities related to water, sanitation and rehabilitation.

A- Supervision of Water and Sanitation activities
• Design on demand and whenever the context justifies it, emergency water and sanitation activities in the context of IDPs (access to potable water, mobile / temporary latrines, water quality testing, hand pump etc.)
• Provide technical guidance to the Watsan team and develop innovative activities in order to increase the relevance of ACTED Watsan activities (eg PHAST methodology for Hygiene Promotion)
• Liaise with external stakeholders: local and regional government officials, UN and NGO agencies to promote improved planning and coordination of designed water and sanitation activities related to the programme;
• Identify creative ways to implicate local health and sanitation authorities to ensure the sustainability of the programme and institutional capacity building.
• In collaboration with the AME Unit, develop and reinforce the capacities of ACTED SL in undertaking rapid field assessments in emergency context with regard to water and sanitation (application and integration of Sphere standards).
• In collaboration with partner NGOs / UN, contribute to ACTED Sri Lanka's input with regard to district wise contingency planning related to emergency water and sanitation.
• Follow and evaluate the health situation linked to water-borne diseases;
B- Supervision of Rehabilitation activities
• Supervise and support the chief of sections on construction and Infrastructure.
• Orientate and coordinates their workplan in order to have a consistent approach of the concerned programme, and integrated with the other activities of the WRD.
• Make sure that the AMEU has access to these activities and that recommendations are understood and addressed.
• Give technical support when needed and when possible, or contacts adequate external support
• In collaboration with the AME Unit, develop and reinforce the capacities of ACTED SL in undertaking rapid field assessments in emergency context with regard to infrastructure (application and integration of Sphere standards).
C- Management
• Ensure accurate and timely reporting of activities,
• In collaboration with ACTED Sri Lanka's Appraisal, Monitoring and Evaluation Unit (AMEU), undertake the setting up of monitoring & evaluation mechanisms of water, sanitation, infrastructure and shelters activities related to the programme; Support AMEU in the definition of indicators.
• Ensure cross-program integration, learning, sharing and adoption of best practices from other ACTED regional programmes;
• Write when needed policy documents to ensure the capitalisation of ACTED's experience in terms of water, sanitation, infrastructure and shelters in Sri Lanka.
• Participate to assessments in other areas than Batticaloa and contributes to proposal writing
• Ensure effective integration and mainstreaming of gender into water and rehabilitation activities related to the programme;
• Write when needed, technical and descriptive concept papers including impact projections in related to the water and rehabilitation sector, with the contribution of the chief of sections.
• Contribute when needed to the elaboration of proposals;
• Capacity building of national staff, with a specific focus on making autonomous the chiefs of section under her management, especially the Water and Sanitation Assistant Manager
The Water and Rehabilitation manager will be under the direct supervision of the Area Coordinator and will be reporting to him/her. She/he will supervise directly the Water and Sanitation Assistant Manager, and the construction and infrastructure sub-departments.
