Description:Job Summary: Oversee effective implementation of health projects in several East African countries by advising, guiding, and facilitating the program development, management, reporting, and evaluation of Medical Teams International's health project portfolio in East Africa. Health programs are implemented by both MTI staff and partners. This position also involves designing portions of new proposals and grants and assisting in generating and advising on known funding possibilities within the health sector.

Initially, this position will work for six months in a capacity-building role in northern Uganda. The position is responsible for assessing, coaching, and facilitating national staff in program development, management, reporting, and evaluation of Medical Teams International's health projects in Uganda. There are currently three main projects being implemented in northern Uganda: 1) Mobile medical units to IDP camps and returnee villages; 2) two clinic rehabilitation projects; and 3) an HIV/AIDS youth education and testing project.
Essential Duties and Responsibilities:

• Provide technical guidance in assessment, project design, implementation, monitoring & evaluation, and reporting.
• Help maintain overall project vision and assist in guidance of project operations.
• Ensure that the projects remain on target with strategy; helps develop program strategy.
• Integrate best practices. Train staff and partners.
• Document results and lessons learned for broader dissemination.
• Liaise and communicate with HQ departments.
• Establish collegial, mutually beneficial relationships, and share knowledge and expertise with both MTI and partner staff.
• Collaborate with MTI country directors or partner(s) in order to build management and organizational capacity.
• In Uganda, specifically provide technical guidance and best practice application to the Uganda Country Director and Health Specialist in implementing and reporting MTI's three major projects.
• Mentor the MTI-Uganda Country Director and develop a stronger team. Assist the MTI-Uganda Country Director to develop vision for the projects and manage work plans for the staff.
• Ensure reporting formats and monitoring procedures are in place; and ensure the timely submission of quality reports based on donor guidelines.
• Other duties as assigned.
Desired Minimum Qualifications:

• Masters in Public Health (MPH)
• Field experience; at least two years in disaster and/or development work.
• Experience in international NGO program grant writing highly preferred.
• Familiarity with international health program standards in emergencies and development contexts, and ability to implement them to meet organizational needs.
• Training in health preparedness and response, and humanitarian principles and practices and health development practices.
• Proficient in Microsoft Word, Excel, and database programs. Proficient in use of email, internet, and communication systems.
• Ability to work flexible schedule and weekends for events, special projects, disaster relief support.
• Commitment to the mission of Medical Teams International.
• Demonstrated quality writer/editor; advanced document presentation skills.
• Ability to identify opportunities in international health programs and liaise with donors and other collaborating organizations.
• Ability to travel up to 30% per year.
• Independent worker, resourceful, innovative, problem solver, facilitation skills, analytical.
