Finance Manager - Bangladesh Grade/Salary: EG6/£23,281 pa Base Location: Dhaka Contract: 1 year fixed term Type: Accompanied Ref: FMB/ARIPD/0408

The purpose for this post is to manage country office and sub-offices' finance functions and maintain effective control of all financial matters ensuring accurate reporting and that IR Financial Guidelines are complied with. The post holder will ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in safe and secure conditions in the offices. He/She will provide IRW HQ with complete, accurate and timely reports, including institutional donor reports where required for all projects implemented in the field office, in the required formats.

The successful candidate will be qualified in ACCA or equivalent internationally recognised accounting qualification with experience as an Accountant preferably within NGOs. A high degree of computer literacy is essential especially in accounting software preferably Quickbooks. The candidate must have an excellent communication skill in order to manage and to supervise staff from various backgrounds together with the ability to work independently as well as be part of the team. Fluency in English is essential (written and spoken) while knowledge of foreign languages is desirable.

JOB TITLE: Finance Manager

BASE LOCATION: Dhaka, Bangladesh

DIVISION/ PURPOSE: The Country office is headed by the country director who reports to Head of regional desk within International Programmes Division (IPD). The purpose of the International Programmes Division (IPD), besides preparing for and responding to humanitarian crises and administering the orphan's welfare programme, is to guide, support and monitor the country programmes to ensure the continuous development of a global programme according to the international strategy

DEPARTMENT / PURPOSE:
The purpose of the three regional desks within IPD are to support the work of Islamic Relief Worldwide (IRW) Field Offices (FOs) in the Africa, Asia and Middle East-Eastern Europe Regions while having an overview of their particular region in order to be as aware of actual and potential disasters and emergency situations in which IRW could become involved.

JOB PURPOSE: To manage country office and sub-offices' finance functions and maintain effective control of all financial matters ensuring accurate reporting and that Islamic Relief Financial Guidelines are complied with

REPORTING TO: Country Director
STAFF REPORTING: All finance staff (Finance Officers, Accountants, etc based in country and field offices)

BUDGETARY RESPONSIBILITY: For Country and field offices

KEY ROLES/RESPONSIBILITIES

• Maintain systems and controls to ensure the efficiency, integrity and transparency of the field office and sub-office operations in accordance with guidelines provided by Islamic Relief Head Quarters and internationally accepted accounting standards.
• Ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in safe and secure conditions in the field office and sub-offices.
• Provide Islamic Relief Head Quarters with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the field office, in the required formats.
• Maintain accurate and effective financial controls on all transactions incurred by the field office and sub-offices as part of project implementation and other related costs.
• Maintain effective control over cash and bank, and ensure that cash in hand and bank reconcile with accounting records. Ensure that the field office and sub-office funds are adequately managed.
• Provide quarterly and where required monthly financial reports to the Islamic Relief HQ Finance department.
• Assist and support the Programme Manager and Country Director in ensuring that field expenditures meet Islamic Relief and institutional donor requirements and remain within the approved plans and budgets.
• Assist and support the Programme Manager and Country Director in the preparation of budgets for project proposal and annual field office budgets.
• Ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the field and all sub-offices.
• Liaise with external auditors, government departments, banks regularly.
• Manage and undertake local internal audits of the field and sub-offices including implemented projects.
• To work as part of a team and liaise with the Programme Manager and Country Director, field and sub-offices teams and HQ Finance department and Projects Division.
• Provide guidance and develop the finance staff of the field office and sub-offices

PERSON SPECIFICATION

ESSENTIAL

Experience:
• Experience as a qualified Accountant

Skills

IT
• High degree of computer literacy
• Proficiency in accounting software preferably
QuickBooks
General
• Excellent communication skills with the ability to present financial matters to non-financial managers and discuss proposals in English with institutional donors and other relevant parties.
• Ability to manage and supervise finance and non-finance staff in multiple and remote locations.
• Ability to think strategically.
• Ability to adapt to new situations and needs.
• Ability to develop and build capacities of staff.
• Disposition of a team player.
• Ability to work independently and provide initiative in improving finance functions.
• Willing to travel to remote locations and in difficult terrains.

Qualifications:
ACCA/ACA/CIMA/CCAB or equivalent internationally recognised accounting qualification DESIRABLE

• Previous experience working overseas, preferably with an NGO
• Knowledge of foreign languages i.e. Arabic, French etc.
• Knowledge of local laws and culture.
