I. Background on ACTED

ACTED (Agency for Technical Cooperation and Development) is an apolitical and non-confessional international relief agency created in Afghanistan. The first projects were initiated in Kabul in 1993 to bring relief to populations affected by more than 15 years of conflict. As of today, ACTED is active on 4 continents and in 20 countries. The organization employs approximately 120 international staff and more than 2500 national staff. The headquarters for the organization are located in Paris (France). ACTED develops about 150 projects a year in such diversified activities as Emergency Relief, Food Security, Health Promotion Network, Economic Development, Education and training, Microfinance, Advocacy - Institutional Support and Regional Dialogue, and Cultural promotion. ACTED has been present in Bihar since September 2007.
Bihar, already India's most vulnerable state, was the most affected area by the recent floods. The scale of devastation is enormous, the latest government figures reporting over 15 million individuals affected and over 170,000 homes destroyed in Bihar alone. In response, ACTED has launched an emergency intervention in the block of Bisfi in Madhubani province, in the field of:
- water and sanitation (rehabilitation of hand pumps and construction latrines)
- emergency shelter construction,
- community infrastructure construction
- capacity building on disaster preparedness
- CFW schemes
- hygiene promotion
- NFI distribution.

II. Job Duties and Responsibilities

In this context, the technical intern will be mainly based in Madhubani, with frequent travels to the field areas of intervention. He will work under the supervision of the Area coordinator and in coordination with Programme manager, Monitors and engineers.

His/her main objective will be to support the Programme team in Madhubani, in performing quality and timely technical monitoring of the rehabilitation and constructions works for ACTED projects in Bihar in an efficient and transparent way

The technical intern's responsibilities include:

• To perform relevant capacity development of ACTED Technical staff on Water & Sanitation and Engineering project management, particularly concerning activity planning, monitoring and reporting.

• To review the internal Water & Sanitation and Engineering procedures and management and suggest improvement to the Watsan Programme Manager and to Lahewa Base Manager

• To report on a continuous basis to the Area coordinator about work construction progress, achievements and constraints, as well as any potential technical information

• To assist the Programme Manager in following up construction and rehabilitation works conducted in the field by developing specific planning and monitoring tools.

• To contribute to the finalisation of the standardisation process within ACTED India of construction norms and minimum quality standards for civil construction works in conformity with the National Standards of India, notably by ensuring each technical intervention is fully documented.

• To support the Watsan teams of ACTED India in conducting timely, quality rehabilitation and construction works in compliance with ACTED's methodology and donor's requirements.

• To assist the Area Coordinator and the engineer in the design of civil rehabilitation and construction projects for ongoing ACTED programmes and new project proposals when required.

• To participate in the procurement process of construction materials during designing bill of quantities and during contract awarding when required.

III. Qualifications required

• The international intern should be an undergraduate engineer, with excellent knowledge of English
• Experience in civil engineering, construction works and water & sanitation will be an asset
• Experience in development/humanitarian work in a foreign country is required
• A proven ability to live and work in basic conditions and with remote rural communities is essential

IV. Conditions

Living allowance, medical cover, repatriation grant, food, housing and transportation ensured by ACTED.
Per Diem : 300$ / month
